Position Overview:

Raytheon, a company of Raytheon Technologies Corporation (RTX), has an outstanding career opportunity to support the Raytheon Global Trade People & Operations function. This organization plays a critical role in the successful execution of Global Trade matters and allows our employees & programs to remain compliant with the U.S. Government regulations & Raytheon policies in all our global business transactions. This opportunity provides exposure and visibility in the field of our Global Trade operations and its strategic impact on global growth and success.

The Senior Manager, Global Trade position will report to the Director of Global Trade, People and Operations Function and contributes to strategic learning, guidance, and planning to achieve international business growth by developing and delivering learning on global trade topics and assist with the overall GT communications for the People and Operations function.

In addition, this position requires interface with various internal functions in developing content to train on the U.S. Government export / import regulations, and various Global Trade activities such licenses, agreements, permits, certifications, technology release authorizations, and jurisdiction and classifications determinations.

This position can be located near a Raytheon facility and is currently designated as fully remote. However, the successful candidate will be required to work from one of the 50 U.S. states (excluding U.S. Territories). Some travel maybe required to support the People & Operations function of Global Trade as the successful candidate will have the opportunity to work in a high-energy, fast-paced environment, developing relationships with internal customers and collaborating with multiple business functions for success.

Responsibilities to Anticipate:

  • Identify learning needs and develop plans for scenario-based workshops on global trade topics for GT professionals and internal functions.

  • Develop learning content and teach workshops and seminars.

  • Review existing learning content related to global trade and make appropriate updates to the content.

  • Develop & teach the GT professionals to prepare, obtain, maintain, manage, and monitor applicable licenses, agreements, permits, certifications, technology release authorizations, and jurisdiction and classification determinations in compliance with applicable US Government regulations and company policies.

  • Ability to participate in multi-functional teams with an ability to drive issues to conclusions.

  • Participate in and lead special projects, cross-functional business projects and corporate projects to support business objectives such as the Empowered Official process, Raytheon Focal program, Mentoring program and other projects as assigned by the Director.

  • Support export/import compliance activities (e.g., self-assessments, internal and external audits).

Basic Qualifications:

  • Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years’ experience

  • Prior licensing experience in a highly regulated environment such as; Temporary and Permanent Export and Temporary Import licensing, Technical Assistance Agreements, Manufacturing License Agreements, and other compliance and transactional activities and applications of regulations (ITAR, EAR, Customs for example)

  • Experience in international business, contracts, supply chain, engineering, and / or other relevant functional work experience

  • Project management experience or similar creating project plans for stakeholder analysis and subsequent recommendations for learning solutions that will close the identified learning gaps

  • Experience developing and delivering scenario-based learning experiences or similar learning and development

  • U.S. Person (U.S. citizen, permanent resident, refugee or asylee) or eligible to obtain necessary export authorizations required

Preferred Qualifications:

  • Prior experience as an Empowered Official or strong compliance experience in a highly regulated environment (licenses, agreements, compliance, and transactional activities and application of regulations)

  • Experience with ITAR and EAR in high volume environments

  • Experience with Technical Assistance Agreement (TAA) and Manufacturing Licensing Agreement (MLA) preparation/administration

  • Knowledge of Export Control Reform (ECR) and familiarization with Jurisdiction Classification Assessments

  • Strong time management, prioritization, analytical and organizational skills, with ability to meet deadlines and achieve desired results

  • Problem solver, able to work under time sensitive circumstances, collaboratively or independently

  • Demonstrated ability to collaborate with multiple business functions for success

  • Strong communicator to develop and conduct stand-up training

  • Sincere interest in field of Export Import operations and its strategic impact on global success

  • Excellent customer relation/interpersonal skills

  • Self-starter who can develop effective networks with internal customers

  • Willing to take on challenges and accept stretch assignments

Remote: Employees who are working in Remote roles will work primarily offsite (from home). An employee may be expected to travel to the site location as needed.

The salary range for this role is 112,000 USD – 236,000 USD; however, RTX considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.
